why is there no layout choice on my dashboard

I am going nuts. I viewed help. I viewed the helpful video on how to make a list of blogs. trouble is, it tells me to pick layout, but there is no such choice on my dashboard. the only choices are new blog or view blog. ayyyyyyyyyyyyyyyyy. off to myspace where, for all its troubles and all its censorship and all its pedophiles and predators, at least I can do one or two things. not many. but at least one or two more things than here. . . . . . . . .
